What is CGWA NOC?

Definition

CGWA NOC is the no objection certificate issued by India's Central Ground Water Authority for extracting groundwater. Industries, infrastructure projects, mining and many commercial users need one, and it usually comes with conditions on metering, recharge, monitoring and reporting of the water drawn.

What it is

The Central Ground Water Authority regulates groundwater development and management in India under the Environment (Protection) Act. Its guidelines set out who needs a no objection certificate, how applications are assessed and what conditions apply. Some states and union territories run their own groundwater authorities, which issue permissions under state rules.

Conditions commonly include installing tamper-proof digital water flow meters on abstraction structures, often with telemetry, installing piezometers to monitor groundwater levels, undertaking rainwater harvesting or recharge, and submitting compliance reports. Larger users may need water audits. Conditions vary by category of user and by the groundwater status of the area, so check the current guidelines.

Who it applies to / where it is used

A CGWA NOC applies to industrial units, infrastructure and mining projects, and to some commercial and bulk users that extract groundwater. Manufacturing plants, dairies, food processors, hospitals, campuses and housing projects frequently hold one.

How it is measured / what evidence it needs

Inspectors and renewal reviews look for continuous, credible records that match the permitted quantity.

  • Metered abstraction volumes from each borewell or source
  • Groundwater level records from piezometers
  • Recharge structure records and volumes
  • Water audit reports where required
  • Compliance reports submitted on schedule

How Aqueduct helps

Aqueduct tracks metered abstraction and recharge so the site holds the records its NOC conditions ask for. The site submits its own compliance reports.

  • Borewell flow meters connected over pulse, Modbus or LoRaWAN through aQ WaterGuard
  • Abstraction tracked daily against the permitted quantity, with alerts before limits
  • Recharge and reuse volumes in the same site water balance
  • Exportable records through aQ Assurance for inspection and renewal
