What is Capital planning with condition data?

Definition

Capital planning with condition data is the practice of using measured equipment performance, runtime, faults and energy use to decide which building systems to repair, replace or upgrade, and when. It supplements periodic facility condition assessments with continuous evidence, so limited public capital budgets go to the assets that most need them.

What it is

Most public owners plan capital work from facility condition assessments: periodic surveys that rate each system and estimate remaining life. These assessments are valuable but are snapshots, often years apart, and rely on age and visual inspection.

Condition data from meters and building systems adds what a survey cannot see: how hard a chiller is working, how often a boiler faults, how much energy an air handler wastes, and how performance is trending. Two units of the same age can be in very different shape.

Combining assessment ratings with measured condition helps owners rank projects by risk, energy cost and service impact, and justify requests to councils, boards and funding programs.

Who it applies to / where it is used

County and city facilities directors, capital planning offices, school districts, universities and asset managers working under frameworks such as ISO 55001. Finance teams and elected officials use the results to approve budgets.

How it is measured / what evidence it needs

Condition evidence links each major asset to its performance, reliability and cost over time.

  • Runtime, cycling and fault history by asset
  • Efficiency trends such as kW per ton or boiler efficiency
  • Energy cost attributable to each major system
  • Work order history from the CMMS
  • Assessment ratings and remaining life estimates

How Aqueduct helps

Aqueduct adds continuous measured condition to the owner's capital planning, alongside its assessments and CMMS.

  • aQ PredictIQ tracks asset health and flags systems heading toward failure
  • FDD findings and energy cost show which assets waste the most
  • Asset data links to the customer's CMMS and EAM records
  • Portfolio views rank assets for repair, replacement or upgrade decisions
Questions

Capital planning with condition data: common questions

It is a periodic survey that rates the condition of building systems and estimates remaining life and repair costs, used as a basis for capital planning.

It shows how assets actually perform between assessments, so owners can replace failing equipment first and extend the life of equipment that is still sound.

Condition data is measured information about an asset's health and performance, such as runtime, faults, efficiency and vibration, collected continuously from meters and building systems.

No. Aqueduct integrates with the customer's CMMS and EAM. It adds measured condition and routes findings into those systems.
